IO Management is the means by which IO issues are crucially understood and, where possible, overcome. Both national and international activities need to be harnessed in support of IO management. Nationally, a process is required which promotes the development and sustainment of IO enablers based on sound operational requirements whilst having an eye on IO with legacy platforms. From an international perspective, IO management involves the sharing of ideas and information in different fora and the adoption, or not, of associated results nationally.

We have been involved in the promotion of interoperable solutions from the enterprise level down to specific equipment. We use a range of processes and tools to support the evaluation and management of IO, from an EA approach down to iSMART for TDL IO management. We strive to find novel ways of employing these tools and processes to increase their effectiveness in the management of IO.

Perhaps the greatest danger to sustainment is a fragmented approach solely based on individual platform needs and enacted using processes which are hidden from the remainder of the community (including the central authority); in these circumstances, system of system needs are lost. Having a defined national process does not necessarily constrain individual systems from achieving what they want but it does ensure that decisions can be made at the network level thus mitigating any negative impacts of changes at the platform level. Whilst the international processes involved in TDL sustainment inevitably impose demands, having well-defined and widely understood interaction with them offers the potential to realise benefit as well as ensuring a full and productive part is played in these key international activities and forums.
